Carmarthenshire council in running for award
Carmarthenshire County Council is in the running for a national procurement award.
The authority’s procurement unit and Property Services division teamed up for a joint entry to the Government Opportunities (GO) Excellence in Public Procurement Awards 2012.
The finalists were announced this week, and Carmarthenshire has been shortlisted in the Innovation of the Year Award category.
Carmarthenshire’s entry was based on its Contractor Framework agreement, which facilitates £160million of construction investment in the county, including renovation of housing stock and the build and refurbishment of schools, leisure centres and theatres.
Established in 2007, the Framework provides the ‘umbrella’ under which many partnership projects pull together in order to provide investment and opportunity for local people and businesses.
It brings together almost 20 contractors, and several supply trade organisations, and involves key stakeholders, such as Coleg Sir Gar and the Carmarthenshire Construction Training Association Ltd.
Working together, with the Framework as its hinge-pin, the partners have created and developed several highly successful projects which support men and women of all backgrounds and abilities to work towards a career in construction.
These include the award-winning projects Next Steps, Building Your Own Future in Sir Gar and Shared Apprenticeships – each of which are unique to Carmarthenshire.
The Framework, and the investment it facilitates, has provided a secure platform from which local contractors have developed and safeguarded jobs in a time of economic downturn.
Partner organisations, including police, fire and health services, have also recognised the benefit of the Framework, and have used it as part of their own procurement exercises.
Cllr Philip Hughes, Executive Board Member for Technical Services said: “Carmarthenshire has benefitted from a huge construction investment over the last five years or more, and the Framework has ensured that this investment has gone beyond just bricks and mortar. This Framework has become the catalyst for investment in people and communities, as well as local businesses, and I am thrilled that it is being recognised as one of the UKs most innovative schemes.”
It is not the first time the Framework has been celebrated on a national level.
In 2011, the council received the Constructing Excellence in Wales Award for Integration and Collaborative Working.
