Fly-tipping warning at Newcastle Emlyn recycling site

Anyone caught fly-tipping at the recycling site in Newcastle Emlyn will be fined. Council environmental enforcement officers are carrying out regular patrols and using CCTV to monitor the area following complaints of fly-tipping next to the recycling banks in the mart car park. People are using the area as a dumping ground for all types of household waste. Some people are also too lazy to put their recyclables into the banks and instead leave them in plastic bags next to the banks. Enforcement officers will issue fixed penalty notices for £75 to anyone caught misusing the site. Local Member Cllr Hazel Evans said: “Some people are quite messy or can’t be bothered. With the playing fields next door I do not want anyone injured by broken glass.” People are being reminded that black bags should be put out for collection at the kerbside or taken to a main household waste centre. CCTV cameras help catch litter lout in Llanelli

CCTV cameras worn by council environmental enforcement officers have helped to catch a litter lout who gave them false details. Enforcement officers issued a fixed penalty notice for £75 to a man who dropped a beer can in Station Road in Llanelli. However, when they got back to the office to process the penalty notice they discovered he had given them a false name and address. Luckily, they had video footage of the culprit and through inquiries were able to find out his true identity. He will now be prosecuted in the magistrates court for two offences under the Environmental Protection Act 1990 – one for dropping litter and the other for providing false details to an authorised officer The maximum fine that can be imposed for littering is £2,500. Director of Environment Christina Harrhy said: “Anyone caught dropping litter will be fined; and if people think they can get away with it by providing false details, then they are wrong. Carmarthenshire Council pulls out of CCTV funding

Due to the Police and Crime Commissioner’s decision to stop funding CCTV in Carmarthenshire the executive board has decided it leaves them no option other than to stop funding it too. Their decision was taken due to the Police and Crime Commissioner’s opinion that live monitoring of CCTV cameras was of little value, and his subsequent decision to withdraw funding for it, which the board said gave them no option but to stop live monitoring. Members debated the issue as part of the revenue budget for the next three years. Recently, the Police and Crime Commissioner announced he would no longer fund CCTV in Carmarthenshire. He had commissioned a report which concluded that active monitoring was not effective. The executive board decided that they would discontinue the service which would produce a saving of £100,000 per annum. CCTV in hospitals will protect staff and public

Hywel Dda Health Board is protecting staff and the public by having CCTV in all its hospitals. CCTV helps promoting a safe and secure environment acting as a deterrent as well a useful tool in prosecution. Brett Jenkins, Security Adviser for Hywel Dda Health Board said; “The protection of patients, staff and visitors is key, but CCTV also gives a clear message to criminals that our sites are covered, they do work and we will work with the police to take any matters forward.” In Hywel Dda Health Board over the last 12 months there have been 28 arrests have been made following incidents where health board staff have been harmed, threatened or been the victim of criminal activity. In October a patient was found guilty of common assault and received a two year conditional discharge as well as having to pay compensation to the member of staff. More use is being made of CCTV in Carmarthenshire helping to catch criminals red-handed. Figures for the year 2011/12 show the number of incidents where CCTV was used for monitoring was up from 230 the previous year to 571. It also contributed to the arrest of 190 people. The highly-skilled CCTV operators were able to observe the incidents as they happened and the police would then direct resources accordingly. The operators work closely with officers proactively monitoring specific people or vehicles of interest. The footage is then used in court as evidence. Incidents include assaults, criminal damage, drugs related offences, missing persons, thefts from properties and vehicles, public order offences, shoplifting and road traffic collisions. In particular, police colleagues have recognised the good work of CCTV operators in Carmarthen in helping to trace offenders involved in a violent assault in the town as well as a number of ‘creeper’ burglaries, where homes have been broken into ...

It followed a request from the police and the town council for an additional camera for the town. It is hoped it will help police in their fight against crime and anti-social behaviour as well as provide reassurance for residents by reducing the fear of crime. The town already has two CCTV cameras and the new addition will significantly increase coverage in the area. County councillors Pat Jones and Stephen James have welcomed the crime prevention boost for the town. Cllr Jones said: “CCTV is seen as a major deterrent against all types of crime as well as anti-social behaviour and I am delighted that we have been able to secure another camera for the town, I am sure residents are also pleased as it will help to increase safety.” Cllr James added: “We do not have a major problem with crime in Burry Port but like any other town there a...

Latest figures show CCTV cameras in Carmarthenshire are helping police catch criminals in the act. From April 1 last year to March 31 this year, 230 incidents were recorded in the three main towns of Carmarthen, Llanelli and Ammanford resulting in 210 arrests. Highly-skilled CCTV operators were able to observe the incidents as they happened and police would then direct resources accordingly. The operators work closely with officers and spent a total of 975 hours proactively monitoring specific people or vehicles of interest. The footage is then used in court as evidence. Incidents include assaults, criminal damage, drugs related offences, missing persons, thefts from properties and vehicles, public order offences, shoplifting and road traffic collisions. An additional CCTV camera is to be installed in Burry Port. The Carmarthenshire Community Safety Partnership has funded the camera, costing almost £10,000, following a request from the police and the town council. The location of the new camera is yet to be decided but police will be consulting with the local councillors as to where it should be placed.
