A Llanelli man has been fined for illegally carrying scrap metal. Patrick Joseph Murphy, aged 30, of Penybryn Caravan Site, Bynea, appeared before Carmarthen Magistrates Court and pleaded guilty to four offences; three offences under the Control of Pollution (Amendment) Act 1989 and a further offence under the Environmental Protection Act 1990. The prosecution was brought by Carmarthenshire County Council. The court heard that Murphy was stopped by police on two separate occasions in February and March 2012 driving a vehicle with items of scrap. On both occasions he did not have the relevant waste carriers licence or waste transfer notes. He was also stopped by council environmental enforcement officers on another date in March 2012, again driving a vehicle with scrap metal on it. A man has been prosecuted by Carmarthenshire County Council for illegally carrying scrap metal. Matthew Jones, aged 29, of Castle Quarry, Long Mains, Monkton, Pembrokeshire, pleaded guilty to two offences contrary to Section 34 of the Environmental Protection Act 1990 for failing to provide waste transfer notes at Carmarthen Magistrates Court. The court heard that Jones was stopped by police and council environmental enforcement officers in Cross Hands as part of a multi-agency operation targeting scrap metal dealers in Carmarthenshire on two separate occasions. On both occasions he failed to provide waste transfer notes for the scrap he was carrying, as required by law. Jones was fined £180 for each offence and ordered to pay £227.98 prosecution costs and a £15 victim surcharge. A Swansea man has been prosecuted by Carmarthenshire County Council for illegally carrying scrap metal. Malcolm John Crane, aged 54, of Longview Road, Clase, appeared before Carmarthen Magistrates having surrendered to an Arrest Warrant in relation to local authority offences. He pleaded guilty to two offences under the Environmental Protection Act 1990 and the Control of Pollution (Amendment) Act 1989 and entered a guilty plea to a Bail Act offence for failing to attend Court on August 13 without reasonable excuse. The court heard that council environmental enforcement officers and police stopped a transit-type van in the Penybanc area of Ammanford as part of a multi-agency operation targeting scrap metal dealers. The van contained a quantity of scrap metal and other items of waste. Percy McAllister, aged 21, of Wharf Road Caravan Site, Briton Ferry Industrial Estate, Neath, pleaded guilty to an offence contrary to Section 34 of the Environmental Protection Act 1990 at Carmarthen Magistrates Court. The court heard that police and council environmental enforcement officers stopped a Ford Transit Van carrying an exercise bike and metal shavings in Cross Hands as part of a multi-agency operation targeting scrap metal dealers. The officers spoke to the driver and asked if he was registered with the Environment Agency as a waste carrier. He provided details of his brother’s permit number, who was the passenger in the vehicle. He was then asked if he had any waste transfer notes for the scrap on the rear of the vehicle. The vehicle was carrying a cooker, wire, chainsaw and a battery. The officers spoke to the driver who identified himself as James Owen Squires and asked him where the scrap had come from and if he had any waste transfer notes, which are required by law. The driver of a scrap metal lorry has been prosecuted for not having a waste transfer note as required by law. Adam Joseph Eady was driving a DAF lorry on the B4556 at Penygroes, near Cross Hands, last November when he was stopped as part of a joint operation by Carmarthenshire County Council and Dyfed Powys Police. The lorry, owned by Ammanford Metal Recycling, was carrying a consignment of scrap metals. Eady said he didn’t have a waste transfer note as the office dealt with all the paperwork. The firm said all drivers were issued with transfer notes. Twenty three-year-old Eady pleaded guilty at Carmarthen Magistrates Court on Monday to an offence contrary to Section 34 (1) of the Environmental Protection Act 1990.
