Wales is set to consider operating as a separate legal jurisdiction with the launch of a 12-week consultation next week (27 March).
The Welsh Government has set up a committee to examine the impact of splitting from England to allow it to pass laws applicable only within Wales' borders.
The review comes after a referendum last year saw Wales vote in favour of extended law-making powers for its assembly without the need for Westminster's consent.
