Confusion over free car parking in Llanelli

The legal requirement of a Traffic Order to enable free parking at Llanelli Multi Storey Car Park at 10am means its introduction could be delayed until January, 2012.
In the interim period there will be free Christmas parking across the county at all car parks for the period between December 9th and 24th.
Drivers have been confused by early publicity about the proposed Murray Street multi story car park free parking. Many believe, quite wrongly, free parking is already in place.
The executive board of Carmarthenshire County Council had approved the concession of free parking at the Multi Storey Car Park from 10am every day once the Traffic Order was in place.
This will be clearly advertised at the entrance to the car park.
The Traffic Order is required because of the pay and display regime that will remain in place before 10am.
This is necessary to prevent office z workers taking up the spaces for shoppers the free parking are designed to benefit.
Anyone found parking before the Traffic Order is in place and not displaying a pay and display ticket in the car will be liable for penalties.
The multi-storey free parking post 10am once authorised will remain in place until the opening of the East Gate development which is expected in the autumn of 2012.
Work is rapidly being completed on the new Y Ffwrnes Theatre complex, cinema and retail area and both Llanelli Library. With Llanelly House and the town centre main shopping precincts being refurbished it’s a total £60-million regeneration programme going on in the town centre.
County Leader Cllr Meryl Gravell said with the loss of the island Place car Park and general disruption because of the scale of the works there was inconvenience to traders and shoppers.
“She was hoping the free parking at the multi storey car park help encourage more shoppers to the town centre.”
Over a 12-month period the multi storey car park generated £220,000 in parking fees.
