Carmarthen woman's black bags offence
A Carmarthen woman has been fined for putting her rubbish out four days early - and in the wrong place.
It follows a number of complaints to the council from residents and local businesses about black bags in Nott Square.
Council environmental enforcement officers issued the woman with a fixed penalty notice of £75 for littering.
Not only had she put out her refuse four days before it was due to be collected, but she had failed to put it in the designated collection point.
Failure to pay the fine could lead to prosecution in the magistrates court.
It is now hoped this fine will act as a warning to other residents who are putting their refuse out for collection too early.
The council’s executive board member for the environment Councillor Philip Hughes said: “Unfortunately there is an ongoing problem in Nott Square with residents putting their refuse out days before it is due to be collected and very often in the wrong place. Not only can this attract vermin and other pests, but it causes rubbish to be strewn all over the streets.
“Our officers are doing all they can to solve the problem. However, if a resident continually ignores the council’s advice it has no choice but to issue a fine.”
Householders are being asked not to put their refuse out before 6pm the night before it is due to collected.
Director of technical services Richard Workman said: “We will not hesitate to prosecute people where there is evidence of them persistently putting their refuse out too early and/or in the wrong place.
“However, this is a last resort and we hope residents will act responsibly and help us to reduce the amount of rubbish littering our streets.”
