Carmarthen woman fined for cigarette litter

A Carmarthen woman has been fined by the courts after dropping a cigarette end in the town centre.
Kayleigh Lewis, aged 24, of Haulfryn, Tregynnwr, was convicted in absence for an offence contrary to Section 87 of the Environmental Protection Act 1990 at Ammanford Magistrates Court.
The prosecution was brought by Carmarthenshire County Council.
The court heard that the council’s environmental enforcement officers were on patrol in Lammas Street when they saw Lewis throw a cigarette end on to the ground.
She accepted a fixed penalty notice of £75, but failed to pay it and was prosecuted through the courts as result.
Lewis was fined £175 by magistrates and ordered to pay £100 towards prosecution costs.
The council now hopes this case will act as a warning to others. It follows a campaign to highlight the problem of smoking-related litter and encourage people to put their cigarette butts in the bin.
Director of Technical Services Richard Workman said: “We do not want to fine people, but we will not hesitate to do so if they continue to litter in this way. Many people do not think of cigarette ends as litter, but they are. They make an area look unsightly and they are difficult and very expensive to clean up - the ends fall into grates and cracks in the pavement which makes them almost impossible to remove by normal cleaning.”
