Professional rugby in Wales could face another shake-up, with some regions receiving more funding than others.
An independent review, to be published next month, will reveal the four regions are losing money and not attracting enough supporters.
The Welsh Rugby Union (WRU) says it is committed to maintaining four professional sides.
But in an interview for BBC Wales' Week In Week Out, the WRU chief executive said the funding model could change.
