Review of Carmarthenshire recycling centres

A Task and Finish Group has been set up to carry out a review of Carmarthenshire’s Household Waste Recycling Centres.
The review is being carried out on behalf of the council’s Environment Scrutiny Committee with the aim of increasing the county’s recycling rate.
There are five HWRCs – formerly known as civic amenity sites – in Carmarthenshire for the public to recycle any rubbish that is not collected at the kerbside as well as dispose of other household waste.
Four of the sites at Trostre (Llanelli), Wernddu (Ammanford), Nantycaws (Carmarthen) and Whitland are operated on behalf of the council by CWM Environmental Ltd and the fifth site at Llangadog is operated by AWS Ltd.
One of the main aims of the review is to look at the recycling rates being achieved at the sites and how they could be further improved.
The group, which is being chaired by Cllr Jim Jones, will look at the resources and provision at each of the sites and compare the recycling rates with other sites as well as best practice.
Carmarthenshire is currently recycling/composting approximately 45% of its waste, but must achieve a figure of 52% by 2012/13, rising to 70% by 2024/25.
The council must also reduce the amount of waste being landfilled – to 50% by 2013 (of the weight landfilled in 1995) and 35% by 2020.
Failure to hit these targets could result in large fines running into millions of pounds.
Cllr Jones said: “The group has already visited the five sites and we were very impressed by what we have seen. The number of materials that is being recycled is quite extraordinary and includes not just glass bottles and cardboard but also carpets and mattresses and furniture reuse.
“These sites contribute around 40% of the county’s total waste arisings and our overall recycling figure at these sites is 57%. But looking at the performance of other sites, we think this figure could be improved. It is vital we recycle as much of the waste going into these sites as possible.”
The other members of the Task and Finish Group are Cllr Keith Davies, Cllr Mari Davies, Cllr David Jenkins and Cllr Huw Morgan.
It is hoped a progress report will go before the committee in September and a final report in November with recommendations for the Executive Board.
