Clamp on Llanelli nuisance tenant

A nuisance tenant living in Llanelli who assaulted a council officer has been made the subject of a 12-month injunction against anti-social behaviour.
Council housing officers were granted the injunction at Llanelli County Court - one of the first of its kind in the county.
The tenant is forbidden from using abusive or threatening words or behaviour, or using or threatening violence, against members of the public in Clos Sant Paul or against council employees.
If the injunction is ignored, the police have the power to arrest and bring the defendant back to court. If it is broken, they could be sent to prison.
The council’s Community Wardens, acting as professional witnesses, provided evidence to the court about the incident that has led to the injunction.
Housing officers are delighted with the result and hope it will act as a warning that anti-social behaviour from tenants will not be tolerated.
They have been working with Carmarthenshire’s Community Safety Partnership, which includes the police, to make improvements for residents in the Clos Sant Paul, Old Lodge and the 5 Ty’s (Ty Cydwel, Ty Stafford, Ty Meriel, Ty Howard and Ty Elizabeth) area.
An action plan has been set up to clean-up the environment, tackle anti-social behaviour and reduce the fear of crime.
Executive board member for community safety Councillor Pam Palmer said: “In Carmarthenshire we are taking a proactive approach to dealing with anti-social behaviour.
“Under the Housing Act 1996, local authorities can apply for an injunction against a tenant or anyone else living in an area to stop them behaving in a way which causes nuisance or annoyance to other people living in or visiting the property or the area itself.
“This can include noise, harassment, drug dealing, racial threats, violence or using property for immoral or illegal purposes.
“The council will not tolerate anti-social behaviour from tenants and will take the necessary action to protect other tenants.
“Our way of working demonstrates the partnerships commitment to making communities safe and secure.”
