Carmarthenshire planners have agreed to allow a developer to pay an agreed contribution of almost £40,000 towards leisure facilities and education provision in instalments because of the recession.
Planning permission was given for the construction of 10 houses at land off Ffordd Gwyrdd, behind Church Road, Gorslas, back in September 2007 on condition that a Section 106 legal agreement was signed.
Last week’s meeting of the planning committee was told that a draft section 106 legal agreement had been prepared but the applicant wished to amend the terms of payment of the financial contribution, whereby a fraction of the total payment is given to the council following the completed sale of each dwelling instead of as a lump sum before the start of the development.
The report said: “This method of payment is considered acceptable in the context of the current economic recession.”
Before starting work the developer must sign a Section 106 agreement to contribute £20,000 towards local play areas, £19,200 towards local education provision, and to provide two affordable dwellings on site. Payment of the money shall be linked into the sale of each of the houses apart from the affordable housing.
