Hundreds of council staff worked throughout the day and night at the polling stations and at the count itself.
Mr James paid tribute to their efforts which enabled the count to proceed efficiently and accurately.
“All staff involved in this election have worked very hard and I would like to thank them for their efforts,” he said.
“They have completed the count in very good time and helped it run smoothly.
“It has been a good natured election from my perspective, and it is good to see an increased turnout, up in both constituencies, with more people coming out to vote.”
