Carmarthenshire's plan for older people

Carmarthenshire County Council is moving forward with plans to remodel flexible care and independent living choices for older people in the county.
A joint Health & Social Care and Housing scrutiny committee is set to launch a three-month consultation period to gather the views of service users, stakeholders and the wider public, before moving forward with a programme to deliver a range of flexible care and housing options.
The initial programme for development, to meet the needs and expectations of older people in Carmarthenshire, was approved by full council in July 2003, following extensive consultation.
It brings together the development plans for local authority care homes and proposals for the development of sheltered housing into a coherent programme, which will be delivered through social care, health and housing resources.
The underlying theme is to enable people to live independently with a wider range of community services to support people to continue living at home, with lesser emphasis on residential care.
Investment will be made in to sheltered accommodation and flexible care services, in line with older people’s wishes and expectations to remain independent in their own home.
The investment will maximise the potential and independence of older people by providing alternatives to residential care.
Huge strides have already been made in Carmarthenshire to support older people to remain living independently at home.
They include the recently launched Night Care Response Service which provides out-of-hours social care through the night to help prevent unnecessary admissions to hospital or long-term care.
The Telecare service is also benefitting more and more older and vulnerable people each year.
The service provides a non-intrusive approach to care that involves the placing of discreet sensors and automated devices around a person’s home to help manage risk, 24 hours a day, seven days a week.
Bruce McLernon, Director of Social Care, Health and Housing, said: “We recognise that older people in Carmarthenshire want to live in their own homes for as long as they can, and we are committed to building on our skills and resources to enable this.
“An excellent start has been made with a range of options to support older people safely and securely in their own homes, enabling them to enjoy life with dignity and respect.
“Older people, quite rightly, have high expectations of health and social care services, and by drawing together our expertise, and that of partners, we can work together to ensure these are met.”
A joint Health and Social Care and Housing scrutiny committee will meet to discuss plans on December 2, before consultation is launched.
