Llanelli man fined for litter offence

A Llanelli man has been fined by the courts for throwing litter.
Craig William Benjamin Palmer, aged 19, of Clifton Terrace, was convicted in his absence of an offence contrary to Section 87 of the Environment Protection Act 1990 at Ammanford Magistrates Court.
The prosecution was brought by Carmarthenshire County Council.
The court heard that the council’s environmental enforcement officers were on patrol in the Vaughan Street area of Llanelli town centre when they saw a male drop and kick a crumpled up paper bag, then walk away, leaving it on the ground.
The officers approached the offender, who was with three other males, and explained what they had seen. However, the accused and his friends became abusive and obstructive towards the officers and refused to give his details.
Palmer finally calmed down and gave his details, but due to his manner towards the officers, he was not offered the option of a fixed penalty notice but was prosecuted through the court instead.
He was fined £100 by magistrates and ordered to pay £50 towards prosecution costs.
The council’s executive board member for the environment Councillor Philip Hughes said: “We hope this case will act as a warning to others that this type of behaviour will not be tolerated and the culprits will be punished.
“Dropping litter is against the law, whether it is discarding rubbish from a vehicle, throwing cigarette ends or spitting out chewing gum.
“We are determined to make Carmarthenshire a cleaner, greener and safer place to live for everyone.”
